I would make over my off leash park by building 1) lap style pool for jumping and diving dogs 2) a ramp down to the salt water beach below 3) an obstacle play/training area with tunnels, ladders, balance beams and zigzag courses 4) a separate, totally fenced area to protect small dogs 5) restrooms for owners (handicapped accessible) big enough to bring dogs inside with outside drinking water access and a dog shower 6) a sheltered area with comfortable seating for owners and 7) ample waste/recycle cans for easy clean up and disposal.
